The restrictions typically govern who can purchase (residency and income requirements), and in some cases, how much the home can appreciate. The intent is long-term housing stability for the community, not a short-term affordability program.
In Steamboat, qualifying may be more accessible than many people assume. The Cottonwoods at Mid Valley, for example, is open to buyers who live and work full-time in Routt County and earn up to 140% of the Area Median Income (AMI), which translates to an income ceiling of approximately $127,400 for a single-person household. Down payment requirements can be as low as 5%, and monthly payments for some units have come in around $1,700 to $1,800, depending on financing. Down payment assistance programs may be available as well.

Finishes include alder wood cabinetry, quartz countertops, and Energy Star-certified appliances. Appreciation is capped by design; the intent is long-term community stability, but owners may build equity over time. Located in downtown Craig, the Townhomes at 8th are newly constructed two- and three-bedroom residences offered through an income-qualified ownership program for full-time residents of Northwest Colorado, serving Routt and Moffat County buyers. There is no appreciation cap here; value growth is tied to AMI adjustments over time. Private fenced yards, contemporary finishes, and immediate proximity to schools, parks, and the Craig community center make these practical for families. A limited number of units are currently offered with a $5,000 closing cost credit. Monthly payments, including HOA and insurance, have been quoted as low as $1,764. Model homes are available to tour.

For buyers looking in Downtown Steamboat, this one-bedroom corner residence at Alpenglow Lofts offers a light-filled, well-designed home in the center of town at an attainable price point. The unit carries a minor deed restriction requiring occupancy by a qualified Routt County workforce resident. Eleven-foot ceilings, a covered terrace with Emerald Mountain views, soapstone countertops, and a lofted bedroom layout give the space an architectural quality that's hard to find at this price tier. Underground parking is included. All transactions are subject to a 0.25% transfer fee to the Yampa Valley Community Foundation for public arts, paid by the buyer at closing.
