Rental Eligibility and Market Positioning

Steamboat’s short-term rental landscape has become a defining layer of the local real estate market. Near the ski base and Downtown, rental eligibility can influence how a property is priced, marketed, and underwritten, while in other areas that use is limited or unavailable.

Short-term rentals in Steamboat Springs are regulated at the city level. Licensing, zoning, occupancy limits, operational standards, and taxation are defined in the municipal code and administered through a formal overlay system that governs where licenses may be issued and how many are allowed.

This page consolidates the current rules into one clear resource for owners, buyers, and investors.

The STR Zoning Map: Green, Yellow & Red

The City of Steamboat Springs regulates short-term rentals through a Short-Term Rental Overlay Zone.

Locally, you will hear this referred to simply as: Green Zone, Yellow Zone, and Red Zone.

Zone A: Green | Unlimited short-term rental licenses. No cap on the number of STRs permitted.

Zone B: Yellow | Short-term rentals are allowed, but licenses are capped by subzone. Availability is limited. If the current license falls below the cap, the city will hold a lottery for owners in that subzone who have requested a license.

Zone C: Red |New short-term rental licenses are prohibited with the exception of grandfathered licenses that hold a non-conforming status.

There are limited exemptions in Yellow and Red Zones for Hosted STRs, Temporary STRs, and current legal nonconforming STR registrations with an active license.

Before evaluating income potential, confirm zoning use by contacting us. This step should come before underwriting, marketing, or pricing strategy.

What Is a Short-Term Rental?

Short-Term Rental (STR)

A dwelling unit rented to guests for less than 30 consecutive days when the owner does not reside on the property.

In practice, this means a property offered on a nightly or weekly basis to visitors rather than leased under a traditional long-term agreement.

Short-term rentals function more like hospitality accommodations, where turnover is frequent and revenue is seasonal and market-driven.

In Steamboat Springs, STR use is most common near the ski area, in resort-oriented developments, and in certain residential neighborhoods where overlay zoning permits it.

All STR properties must receive City approval before advertising or operating.

Licensing Requirements

A Short-Term Rental License is required for any STR activity within the Steamboat Springs city limits.

  • A property cannot be advertised or rented without an active STR license.
  • Licenses are not automatically transferred with the sale of a property. A new owner must apply.
  • Prior Vacation Home Rental (VHR) status does not exempt a property from current licensing requirements.
  • Applications are submitted through the CityView portal and reviewed by planning staff.

There are multiple license types depending on property use and zoning:

  • Zone A By-Right STR License

  • Zone B Restricted (Capped) STR License

  • Hosted STR License

  • Temporary STR Permit

  • Legal nonconforming

Approval depends on zoning classification and availability within capped areas.

Licensing affects timing, contract structure, and closing strategy.  If you are under contract or preparing to list, we can help you confirm license status before decisions are finalized.

Operational Requirements

Licensed STRs must comply with operational standards established by the City.

Requirements include:

Occupancy Limits
One person per 150 square feet of habitable space.
Minimum occupancy: 2 persons
Maximum occupancy: 16 persons

Parking Requirements
Off-street parking must meet zoning standards. Overnight vehicle limits apply.

Local Responsible Party
A designated local contact must respond to complaints within one hour.

Required Posting Inside the Unit
The STR license must be displayed.
The property must post occupancy limits, parking rules, trash requirements, and local contact information.

These standards apply continuously. Noncompliance can result in enforcement action.

Taxes and Fees

Steamboat Springs voters approved a 9% Short-Term Rental Tax.

STR operators are responsible for:

  • Remitting the 9% STR tax

  • Collecting and remitting applicable state and local sales or lodging taxes

Tax compliance is handled through the City’s finance department and the Colorado Department of Revenue.

STR FAQs

Q: Does an STR license transfer with the sale of a property?
A: Not exactly. In Steamboat Springs, the STR license itself does not automatically transfer with the sale. The new owner must have a license issued in their own name before continuing STR operations. In certain ownership-change situations, the City may approve the new license through a transfer process rather than requiring the new owner to re-enter the lottery. This is typically the case if the property is located in the Green Zone and the previous license is in good standing, or if the property has legal nonconforming status that remains in good standing.

Q: Can I operate in Zone C?
A: New STR licenses are prohibited in Zone C, except for hosted STRs, temporary STRs, or properties with legal nonconforming status.

Q: What happens if a property operates without a license?
A: Operating or advertising without an approved license is unlawful.

Q: How are complaints handled?
A: The City maintains a 24/7 complaint hotline for noise, parking, trash, and other STR-related concerns.

Q: Are there any options if my property does not qualify for a full short-term rental license?

A: In certain cases, alternative license types may be available under the City’s regulations. Steamboat Springs allows limited Hosted Short-Term Rental and Temporary Short-Term Rental permits under specific conditions defined in the municipal code. These options are subject to eligibility requirements and operational limits. If you are evaluating alternatives to a full STR license, we can help you review zoning designation and determine whether these categories may apply to your property.
